HUD released a supplemental notice of proposed rulemaking that re-opens public comment for certain topics and provisions that were addressed in their May 2024, proposed rule entitled “HOME Investment Partnerships Program: Program Updates and Streamlining.”

Among other changes, this supplemental notice of proposed rulemaking proposes to remove incentives for green building projects and standards, as well as revoke a slew of tenant protections relating to landlord retaliation and interference, tenant relocation due to life-threatening unit deficiencies, tenant notifications of environmental health and safety hazards and many others. This rule would also loosen health and safety requirements in HUD-assisted housing, potentially endangering the lives of many residents.
