The purpose of the rule is meant to advance public health by helping people stop smoking and making it less likely for the public to start smoking or become addicted to nicotine. The proposed rule covers combustible tobacco products like cigarettes, cigars, roll your own, and pipe tobacco. It does not cover non-combustible products like e-cigarettes, smokeless tobacco, or nicotine pouches. The FDA anticipates seeing decreased dependence on combustible tobacco products over time with this rule.
