This map provides jurisdiction-specific information on the process of submitting complaints to authorities about violations of U.S. state and territorial tobacco control laws. These violations can take many forms, from a retailer selling tobacco products to someone under the minimum legal sales age or selling flavored tobacco products in a jurisdiction that bans them, to someone smoking in violation of a clean indoor air law.

The map includes tobacco complaint links for all 50 states, D.C., and the five U.S. territories. For a national compilation, see our dataset. The information here complements our publication, Illegal Tobacco Product Sales: A Guide to Filing Complaints, which explains how to submit complaints to the federal government for violations of federal law. In some instances, such as underage sales, there may be reasons for pursuing complaints for violations of both state and federal law.
