How does the state define an e-cigarette?

Nicotine product means “a product that contains nicotine and is not . . . 1. A tobacco product. 2. A cigarette. 3. A[n FDA-approved] smoking cessation product . . . .”

Vapor product means “a noncombustible product that produces vapor or aerosol for inhalation from the application of a heating element, regardless of whether the liquid or other substance contains nicotine."
