Research Study on Retail Inspection Compliance
In 2025, California implemented AB 3218, the “Unflavored Tobacco List” or (“UTL”) law. The UTL law created a first-of-its-kind flavor enforcement tool to facilitate and ensure compliance with the state’s tobacco flavor sales restriction (SB 793). The list is publicly available and includes only those covered tobacco products that are permitted to be sold under SB 793.
In this webinar we will discuss the history that led up to the passage of the UTL law, describe its legal requirements, review the current list, and answer questions from the field regarding the UTL’s roll out. We will also address how localities can use the UTL in their local enforcement of the state and local flavor restrictions.
