Chris Alibrandi O’Connor is a senior staff attorney with the Public Health Law Center on the Public Health Infrastructure team, which provides legal and policy capacity-building assistance to public health managers and other public health professionals at the intersection of law and public health. Chris in particular has developed expertise in navigating the intersection of data privacy laws and Tribal public health authority.

Prior to joining the Public Health Law Center, she served as Deputy Director of the Network for Public Health Law. There she provided legal technical assistance to Tribal, state, and local public health agencies on public health authority and data privacy laws. That followed years as a HIPAA Privacy Officer for an insurance company and Privacy Legal Counsel for an 1115 Waiver project in New Hampshire. She began her legal career as a legal services attorney serving low-income community members. During that period, she was a Managing Attorney with the Atlanta Legal Aid Society, where she handled housing and public benefits cases, and the Director of the Low-Income Taxpayer Clinic at Greater Boston Legal Services, where she represented immigrants in tax controversies. Before becoming an attorney, she was a political organizer with ACORN and directed the Massachusetts Chapter of the National Lawyers Guild. She currently serves as a Board member for her community gardens organization and as a legal observer at local actions.
